ในจดหมายเปิดผนึกที่ตีพิมพ์เมื่อเร็วๆนี้ ผู้ได้รับรางวัลโนเบลกับรางวัล Field Medal รวม 47 คน ได้เรียกร้องให้สหภาพยุโรปคงการสนับสนุนด้านการเงินแก่งานสาขาการวิจัยและการพัฒนาทางวิทยาศาสตร์ บรรดาประเทศสมาชิกของอียูตั้งเป้าไว้เมื่อ 12 ปีที่แล้วว่าจะจัดสรรเงินทุนจำนวนสามเปอร์เซ็นต์ของผลผลิตมวลรวมทั้งหมดให้แก่งานด้านนี้

คณะกรรมการแห่งสหภาพยุโรปรายงานว่ามีความคืบหน้าไม่มากนักในด้านการจัดสรรเงินทุนแก่สาขาวิทยาศาสตร์ การวิจัยและพัฒนาทางด้านวิทยาศาสตร์ในกรีซกับสเปนได้รับผลกระทบอย่างหนักเนื่องจากวิกฤติทางเศรษฐกิจ

Carlos Andradas Heranz นักคณิตศาสตร์ที่มหาวิทยาลัย Complutense University ประธานสมาพันธ์ของสมาคมวิทยาศาสตร์แห่งสเปน (Confederation of Spainish Scientific Societies) เขากล่าวกับผู้สื่อข่าววีโอเอว่ากฏระเบียบควบคุมทางด้านงบประมาณทำให้ระบบทั้งหมดล้มเหลว โดยเฉพาะในภาคราชการ ขณะนี้ทุกอย่างอยู่ในสภาพที่เกือบจะไปไม่รอด

คณะกรรมการแห่งสหภาพยุโรปรายงานว่าสเปนได้ใช้ความพยายามมาตลอดช่วงสิบปีที่ผ่านมาเพื่อให้บรรลุตามเป้าหมายที่ตั้งไว้หรือใกล้เคียง แต่รัฐบาลสเปนได้เริ่มตัดลดงบประมาณด้านการวิจัยและพัฒนานวัตกรรมใหม่ๆทางวิทยาศาสตร์ลงไปมากกว่าสามสิบห้าเปอร์เซ็นต์ในห้วงสามปีที่ผ่านมา

คุณ Andradas กล่าวว่าเงินหลายพันล้านยูโรที่ทางการสเปนจัดสรรเอาไว้ให้เป็นเงินกู้ยังไม่ได้นำออกมาใช้ เนื่องจากสถาบันต่างๆจากภาคราชการไม่ได้รับอนุญาตให้สมัครรับเงินกู้ได้เนื่องมาจากสภาวะเศรษฐกิจหดตัว และ บริษัทเอกชนไม่ต้องการขอกู้เงินดังกล่าวเพราะมีเงื่อนไขที่ไม่ดึงดูดใจ

ในปีนี้โครงการ Ramyn y Cajal คงจะรับผู้เข้าร่วมเพียงไม่กี่ตำแหน่ง โครงการนี้ให้ทุนวิจัยทางวิทยาศาสตร์นานห้าปีแก่ผู้ที่จบการศึกษาระดับปริญญาเอกและมีคุณสมบัติครบถ้วนที่สุด

แต่คุณ Amaya Moro-Martin ผู้เคยได้รับทุนในโครงการบอกกับผู้สื่อข่าววีโอเอว่าอนาคตของผู้ที่ได้รับทุนแล้วอยู่ระหว่างการวิจัยในโครงการ ไม่สดใสนัก เธอบอกว่าคนที่ได้รับทุนและทำงานวิจัยจนครบห้าปี พวกเขาจะต้องออกจากโครงการไป
เธอบอกว่ามีเพื่อนร่วมงานหลายคนที่ตัดสินใจออกจากโครงการไปแล้ว และคนที่ออกไปล้วนมีผลงานการวิจัยระดับหัวกะทิที่ได้ตีพิมพ์ในวารสารอย่าง Nature and Science

ปัญหาคือไม่มีการเปิดตำแหน่งใหม่ๆรับคนเข้าทำงานในศูนย์วิจัยทางวิทยาศาสตร์ต่างๆและไม่รับคนใหม่เข้าไปแทนผู้ที่เกษียณอายุงานไปแล้ว

ทางด้านรัฐมนตรีกระทรวงวิทยาศาสตร์สเปนได้กล่าวกับวารสาร Nature ว่ารัฐบาลสเปนให้ความสำคัญในระดับต้นๆแก่งานในสาขาวิทยาศาสตร์ เทคโนโลยีและการวิจัย แต่ในยามวิกฤติทางเศรษฐกิจที่รุนแรงที่สุดเท่าที่เคยมีมา การตัดลดงบประมาณเป็นเรื่องที่หลีกเลี่ยงไม่ได้
