คุณอาร์มันโด้ เปอร์รูก้า ผู้จัดการโครงการปลอดบุหรี่ (Tobacco-free Initiative) ภายใต้องค์การอนามัยโลกชี้ว่ามีโปรแกรมซอฟท์แวร์ใหม่ยอดนิยมโปรแกรมใหม่ออกมาให้เด็กวัยรุ่นดาวโหลดฟรีจากทางอินเตอร์เน็ตเข้าไปในโทรศัพท์มือถือรุ่นสมาร์ทโฟน โปรแกรมซอฟท์แวร์หรือ apps เหล่านี้มีเกมส์ส่งเสริมการสูบบุหรี่

เขายกตัวอย่างเกมส์ทำนองดังกล่าวที่ค้นพบทางออนไลน์เมื่อเร็วๆนี้ว่าเขาตกใจเมื่อเห็นเกมส์ที่ชื่อว่า “Puff, Puff, Pass’’ เป็นเกมส์ที่ผู้เล่นต้องคลิกที่ตัวการ์ตูนเพื่อให้สูบบุหรี่แล้วส่งมวนบุหรี่ต่อไปให้กับตัวการ์ตูนตัวอื่นๆในเกมส์ ผู้เล่นทำแต้มคะแนนจากการส่งต่อมวนบุหรี่ระหว่างตัวการ์ตูนให้ได้อย่างรวดเร็ว เขากล่าวว่าเกมส์แนวนี้มุ่งเป้าผู้เล่นเป็นกลุ่มเด็กๆอย่างชัดเจน

ปัจจุบันมีผู้ใช้โทรศัพท์มือถือรุ่นสมาร์ทโฟนหลายพันล้านคนทั่วโลกและจำนวนมากเป็นเด็กๆ ทีมนักวิจัยในออสเตรเลีย ทำการสำรวจเรื่องนี้ด้วยการลองค้นหาโปรแกรมซอฟแวร์สำหรับมือถือรุ่นสมาร์ทโฟน ที่มีให้เลือกดาวโหลดทางอินเตอร์เน็ต ด้วยการพิมพ์คำว่า “บุหรี่” หรือ “ซิก้า” หรือ คำว่า “สูบ” ในภาษาอังกฤษลงไปในโปรแกรมค้นหา ผลปรากฏว่าพวกเขาค้นพบโปรแกรมซอฟแวร์หรือ apps ที่เกี่ยวข้องกับบุหรี่ให้ดาวโหลดฟรีมากกว่า 100 โปรแกรม

คุณเปอร์รูก้า ผู้จัดการโครงการปลอดบุหรี่แห่งองค์การอนามัยโลกกล่าวกับผู้สื่อข่าวว่าการสำรวจโดยนักวิจัยออสเตรเลียพบว่ามีโปรแกรมซอฟแวร์ดาวโหลดฟรี ที่ส่งเสริมการสูบบุหรี่ในเด็กเเละเยาวชนถึง 107 โปรแกรมทางอินเตอร์เน็ต มีจำนวนมากใช้ชื่อว่า “สุขภาพและความแข็งแรง” ซึ่งอ่านแล้วสร้างความเข้าใจผิด และใครๆก็สามารถดาวโหลดโปรแกรมลงไปในมือถือได้แม้แต่เด็กๆ

คุณเปอร์รูก้าเชื่อว่าการเผยแพร่โปรแกรมซอฟท์แวร์สำหรับมือถือสมาร์ทโฟนส่งเสริมการสูบบุหรี่ในเด็ก ผิดต่ออนุสัญญาแห่งองค์การอนามัยโลกว่าด้วยการควบคุมยาสูบ ที่ห้ามการโฆษณาและส่งเสริมผลิตภัณฑ์ยาสูบทุกชนิดผ่านทางสื่อต่างๆในประเทศที่ลงนามในอนุสัญญาดังกล่าว
